The set-up for this vault is slightly different than just a normal railing, this will be a railing that is mounted closely on-top of a wall. The rail should be connected to the wall with a small gap underneath so that the wall is acting as a barrier, not the rail.
With the turn-vault to cat-leap position, you need to demonstrate performing a turn vault over the wall, using the rail to grip. However, instead of landing on top of a wall, you will now be landing on the other side of the wall in a cat-leap position.
